. (7/16/03) ARIZONA KINISHBA, a
lightning-caused fire which started 7/13, is currently 16,000 acres and burning
two miles west of Whiteriver. Yesterday's active fire behavior caused the fire
to increase in size, cross road R11 to the west, and move towards Big Canyon.
Extreme and unpredictable fire behavior caused crews to move off the dangerous
western flank yesterday and assume safer positions to the south. Progress
towards planned containment activities have also been hindered by the erratic
fire behavior. The National Weather Service reported a plume of up to 25,000
feet during the night. Today crews plan to continue burnout operations on the
southern flank as conditions permit. The communities west of Highway 73
including Over the Rainbow, Jurassic Park, Chinatown, Rainbow City and
Whiteriver have been evacuated, which affected approximately 5,000 people. 700
homes are potentially threatened. Whiteriver Hospital is closed. Humphrey's
Type I Incident Management Team is now in place. For information, call
(928)-338-4406. Also, there is a phone number for evacuees: 1-866-Get-Info.

clearing existing trail a means for containment. Mindar's Type III Team is now
in place. STEEPLE, located 5 miles east of
Hannagan Meadow, was started 7/12 by lightning and is currently 1,600 acres and
0% contained. Erratic fire behavior and rough, steep terrain could cause this
fire to double in size during today's operational period. Thirteen structures
are potentially threatened. Crews plan to tightly monitor the fire's designated
trigger point today. Jackson's Type III Management Team is in charge of the
incident. MAPLE is a 2,850-acre,
lightning-caused fire which started July 5 and is burning in the

in charge of the fire. POPCORN, a
lightning-caused fire that started 7/13, is burning 30 miles north of San
Carlos, and is 300 acres in size. The fire is now 65% contained. Moderate fire
behavior and rocky, inaccessible terrain may cause the fire to grow 20-30 acres
today. Brown's BIA-San Carlos Incident Management Team is in place. WEST is a
1,152-acre fire that started 7/14 and is burning 12 miles east/southeast of
Sierra Vista. This fire is now 75% contained, with expected containment for

fire which started 7/15 and is burning 15 miles east/northeast of Douglas. The
fire is located in a remote, inaccessible area. Crews plan to fly the fire to
determine the amount of suppression needed. Evan's Arizona State Management
Team is in place. MORMON FIRE is located in
Padre Canyon 20 miles southeast of Flagstaff in Coconino National Forest. This
2,725-acre fire is being managed as a "confined" wildfire, which means a
combination of direct and indirect actions, including the use of natural
topographic features, fuels, and favorable weather. No major change since July
