KATRINA/RITA SUPPORT Under the nation's Federal Response Plan, the
Federal Emergency Management Agency (FEMA) is allowed to task federal
departments and agencies to perform disaster-related missions. Resources are
grouped into 12 Emergency Support Functions (ESF) to facilitate providing the
federal assistance that states are most likely to need. Each ESF is headed by a
primary agency. The ESFs include transportation, communications, public works,
firefighting, information and planning, mass care, resource support,
health/medical, urban search and rescue, hazardous materials, food service, and
energy. The Forest Service is the lead agency for "ESF-4, Firefighting." Under
the Incident Command System, the Forest Service is joined by the other federal
and state fire management agencies in offering emergency relief support to the
Southeast Area. Over the past month, the Southwest Area has sent almost 900
